Job Purpose
We are seeking a dynamic Senior Interim to lead a team of finance professionals who will deliver a comprehensive Financial Management and Business Partnering Service to Corporate and Operational Directors, management teams, budget holders, portfolio holders and other elected members as required in accordance with accounting standards, codes of best practice, the council constitution and associated financial regulations.
Finance Head of Business Partners are accountants who work closely with a particular business area creating a real and active partnership with both operational and management colleagues. Their primary role is to provide 'real time' support and analysis, to be a trusted adviser and to add value that will assist in decision making.
The postholder will be the key contact for senior stakeholders including Cabinet Members, corporate directors, and operational directors, for all strategic finance and business partnering matters.
Hybrid working/2 days in the office.
Your new role
- To support the ongoing financial sustainability of the council by providing clear professional financial advice and critical business challenge to all services.
- To enhance the financial viability of all council business strategies and operational plans ensuring that decision making is transparent, commercially sound and takes account of resource implications over the immediate and longer-term planning horizon.
- To drive, build and sustain trust and credibility with key stakeholders and all colleagues to ensure effective financial management is embedded, adds value, supports transformational change and facilitates the achievement of the Council's Corporate Plan.
- Build partnerships and maintaining strong relationships with all senior managers and their teams.
- Improve the quality, timeliness, impact, and understanding of financial advice and reporting on business performance.
- Provide analysis and delivering insight that links financial reports to business strategies.
- Undertake longer term financial modelling and planning.
- Ensure that managers are provided with high quality strategic financial advice and direction on financial strategies, policy, standards and practices.
- Provide effective commercial procedures, or initiating change, to ensure key operational, commercial and financial targets are delivered.
- Provide expert advice on highly complex, sensitive and often contentious information to the directorate on any change in local or external policy, legislative changes or opportunities and risks that may have an impact on the directorates financial performance.
- Research and network effectively to ensure knowledge and awareness of the impact of local and external policy changes and opportunities and risks is maximised.
- Proactively identify risks and issues, devise and implement mitigations and solutions.
- Delivering a key role in the Council's budget setting process through advising, challenging and guiding senior colleagues across all services; identifying options to drive continuous cost reductions and performance improvement.
- Financially support the delivery of complex strategic initiatives and transformation.
- Ensuring that all customers are provided with clear and unambiguous monthly and quarterly financial monitoring information, including robust and detailed forecasts of financial outturn.
- Provide a comprehensive training programme across all areas of financial and business activities tailored to the requirements of directorate colleagues.
- Promote and develop a culture that supports a Self-Service approach accessing financial information and to service delivery generally.
- Ensure, in all activities, the services make decisions in the knowledge of the impact those decisions will have financially on the Council.
- Drive the delivery of productivity and efficiency improvement and cost reduction plans across the Council so that the transformation strategy can be achieved.
